Private initiatives are where a lot of change in copyright happens
CC related political movement or EFF being more activist at the grassroots level.
Reduce damages to something reasonable. example: 3x real damages
Use the copyright office to help create reform
Add a public interest office to the copyright office
Use real economic policy on creating the law
Digital consumer rights – help define user rights
Fair use de facto – use it and change the norms
