		<description>This bill is a tragedy for creative individuals. 
Not only will it empower those who with to infringe on copyright law, but it prohibits an artist from defending his/her own works in a court of law. 

On reading the bills, the bill neglects putting limits on age, and will allow an infringer to publish an image without the creators consent. 

As for Historic preservation, there are already &#039;fair use&#039; laws on the books which would allow a &quot;Vermonter can restore a family photograph from three generations ago, even when the original photographer is no longer available to give permission. ”  This bill opens up &quot;orphan use&quot; to photographs taken yesterday- Meaning an image can be &quot;stolen&quot; legally for commercial use, packaging, advertising, etc.

This bill is completely unnecessary, we need to simply amend the Fair Use laws on the books to pinpoint the issues of historic preservation and NOT infringe the rights of current artist. Also, keep in mind that this law is being railroaded thru congress by Google to procure the right to use content without repercussion.
